Because Data only very rarely kills and this was a list of *killer* robots. His brother Lore isn't much of a contender either, being a fairly cliche retread of the "evil twin" trope with little to really recommend him for the list.
Hate to be a nitpicker, but as the biggest Terminator fan in the room, a Terminator endoskeleton operating on its own is a T-400 series. The T-600s had rubber skin, and the T-800s were the infiltrator units, with the T-1000 prototype topping the set. The model numbers in every movie after 2 are bullshit, but then as far as I'm concerned, there are no more movies after 2.

Totally agree with #1 robot killer (good). T-800 still the definitive evil robot.

Robocop 3 isn't canon, so he doesn't exist in my book. The T-800 is indeed the most bad ass.
